The Systematic Observations Financing Facility (SOFF) initiative—a collaborative partnership between the World Meteorological Organization (WMO), United Nations Development Programme (UNDP), UN Environment Programme (UNEP), and various other financing entities—is a game changer for weather observations in so-called Least Developed Countries (LDC) and Small Island Developing States (SIDS).

Designed to bridge the data gap, this transformative initiative offers financial and technical assistance to establish and maintain weather stations and upper-air stations. The WMO has provided the specifications for the weather stations, requiring that they comply with the Global Basic Observing Networks (GBON) standard as specified in the Manual on the WMO Integrated Global Observing System (WMO-No. 1160).
